Net and settle high-value B2B flows on a modern settlement layer beneath regulated fiat rails. Rather than pre-funding nostro accounts in every currency, the intention is that businesses settle obligations continuously, reducing trapped liquidity and settlement risk — while each leg remains a compliant, locally-cleared transaction.

Collect locally, consolidate globally.

Collect from customers across markets into unified virtual account structures — QR, e-wallet and local bank transfer — consolidated under one relationship. Once licensed, Setl would receive funds on your behalf through in-market rails, give each payer a stable reference and deliver reconciled inflows to your treasury, so you can accept local payment methods without incorporating and banking in every country.

POBO — Payment On Behalf Of

One master account pays every entity.

A single master account intended to pay suppliers, vendors and employees across multiple entities and currencies, without each subsidiary holding its own local bank account. Once licensed, Setl would execute the payout on your behalf through local rails, letting a group treasury centralise disbursement, reduce idle balances and simplify reconciliation — while each payment still arrives as a locally-cleared credit to the beneficiary.

An end-to-end pay-in and pay-out engine: gather receivables through local collection rails and push payables out through transfer and payout networks. The intention is to close the loop between money in and money out — one integration, one balance, full lifecycle visibility — for payroll, marketplace splits, supplier settlement and refunds at scale.

Industry Solutions

Built around how your money actually moves.

Setl is being built for businesses whose money moves across markets, matching each industry to the right mix of collection, payout and settlement. The group’s initial focus is corporate and institutional clients; any consumer-facing offering is still under evaluation and would require its own licensing and controls.

  • Trade & Import/Export

    Importers, exporters and re-export or commodity traders settling goods payments across currencies without the delays of correspondent banking. Setl intends to handle supplier payments and buyer collections once authorised in each market, so trade counterparties are paid on schedule and working capital stays unlocked.

  • Cross-Border E-Commerce

    Online sellers on marketplaces such as Amazon, Shopee and TikTok Shop, and on their own storefronts, repatriating marketplace payouts and paying factories, suppliers and logistics partners overseas. The intention is to consolidate multi-market receivables into one balance and push payables out locally, turning fragmented platform settlements into a single reconciled flow.

    EOR platforms, gig marketplaces and BPO employers paying overseas employees, contractors and freelancers in their local currency and preferred rail. Setl intends to run mass payout at scale with clean reconciliation, for distributed teams and workers across multiple markets without banking in each one.

  • Platforms & Marketplaces

    Marketplaces, OTAs and platform businesses splitting and settling funds to overseas sellers, drivers, hosts and creators. Combining COBO collection with programmatic disbursement, the intention is to automate payouts, refunds and revenue share across a global counterparty base from one integration.

  • Digital Services & Overseas Marketing

    SaaS providers, app developers and outbound marketing teams paying overseas vendors and advertising platforms such as Google, Meta and TikTok, and collecting subscription and in-app revenue worldwide. Setl intends to cover recurring cross-border payables alongside global receivables.

  • Consumer & Migrant Remittance

    Scope under review

    Individuals sending money home, paying tuition and living costs, or funding overseas property. If taken forward, Setl would deliver last-mile remittance to beneficiaries in local currency through licensed money-service operations, serving migrant workers, students and families. This segment is under evaluation and would be subject to its own licensing, customer due diligence and monitoring standards before any launch.

  • Financial Institutions & PSPs

    Other licensed institutions, PSPs and wallets accessing Setl’s intended FX and settlement network on a B2B2X basis, extending local collection and payout reach into new markets without building their own licensed infrastructure.

Client relationships will be entered into with a single named Setl operating company, in the jurisdiction in which that company is authorised, and only once that company holds the licence its jurisdiction requires.

Compliance

Controls first, customers second.

Setl is at the licensing stage, so what follows describes programme design and commitments rather than an operating record. Every control is being built to the standard of the regulator that will supervise it, and tested before any operating company begins regulated activity.

  • AML/CTF programme

    A written programme for each operating company, designed to meet the requirements of its own jurisdiction — in Hong Kong the AMLO (Cap. 615), and in the United States the Bank Secrecy Act and its implementing regulations.

  • KYC and due diligence

    Onboarding designed around identification of the corporate client, its ownership and control structure and its beneficial owners, with enhanced measures where risk indicators are present.

  • Sanctions screening

    Screening of clients, beneficial owners, counterparties and payment instructions against applicable lists, including OFAC, the United Nations, and those given effect in Hong Kong.

  • Transaction monitoring

    Rules designed to identify unusual activity against expected client behaviour, with defined escalation paths and the capacity to report to the competent authority in each jurisdiction.

  • MLRO and governance

    Each operating company will appoint a Money Laundering Reporting Officer and a compliance officer with defined authority, reporting to that company’s board.

  • Independent audit

    The programme will be subject to independent review proportionate to its risk profile, with findings reported to the board and remediation tracked to closure.
